Advisor, Operational Strategy & Interoperability

Richard Retz, a founding member of M4PS (launched B4PS in 2019), brought over 40 years of Houston Police Department experience to its development. His experience in field operations and particularly in crime response, reinforced his belief in technology's impact on police efficiency. This belief led to key leadership roles at both local and state levels, including Executive Officer to the Assistant Chief of Police, Incident Command - Planning Section Chief, and positions within the Mayor’s Office of Public Safety & Homeland Security. Richard’s expertise also led to a gubernatorial appointment with the State of Texas First Responder Advisory Council and participation in the FEMA Beta Workgroup.

He holds a bachelor’s degree in criminal justice and is a graduate of the University of Connecticut’s Collaborative Leadership in Homeland Security Program. His professional development includes advanced training from the Department of Homeland Security, FBI, Department of State, and the National Crime Prevention Institute, as well as completion of the first academic CPTED program at the University of Louisville.

As one of the original members and an ongoing advisor, Richard Retz continues to contribute his deep experience and passion for public safety innovation to the M4PS mission.
