Advisor, Operational Strategy & Interoperability

Richard Retz, a founding member of M4PS (launched B4PS in 2019), brought over 40 years of Houston Police Department experience to its development. His background in field operations and Air Support Division, focused on crime response, reinforced his belief in technology's impact on police efficiency. This led to key roles at local and state levels, including Executive Officer to the Assistant Chief of Police, Incident Command - Planning Section Chief, and roles with the Mayor’s Office of Public Safety & Homeland Security. He also served on the State of Texas First Responder Advisory Council and FEMA Beta Workgroup. Rick holds a bachelor's degree in criminal justice, graduated from the University of Connecticut Collaborative Leadership in Homeland Security Program, and is a licensed Master Peace Officer, Law Enforcement Instructor, and certified Crime Prevention Specialist. His extensive training includes courses from the DHS, FBI, Department of State, and National Crime Prevention Institute, as well as the first formal academic training for CPTED at the University of Louisville. As an inaugural member and ongoing advisor, Rick Retz continues to contribute significantly to the M4PS mission.
